I don't know about this Kim. I ordered "certificates" for my husband's
family and have not had any problems.
"Certificates" that go way back are on registered books. They send pages of
a journal with the information. On a couple of occasions they did up
certificates like equal to extracts. Even put the state seal on them. When
the sent the pages I wrote back requesting the certificates and they told be
that the years had journals only.
